Vinh Phuc: Improving investment, centering on human resources
It is the statement of Mr. Phung Quang Hung – Chairman of Vinh Phuc People’s Committee when he gave the enterprise forum a speech on improving the investment climate, increasing the provincial competitiveness index (PCI) to build a favorable business environment for non state-owned enterprises.
According to Mr. Hung, during 8 years of rating PCI, Vinh Phuc was always in the TOP . Vinh Phuc’s dropping 26 ranks in 2012 is an alarming result and it is necessary to find out “the disease” to cure.
– Maybe, you have found out “the disease”, could you mention this specifically?
As soon as getting the rating result of PCI in 2012, we have seriously considered everything from all sides and assigned the Provincial Business Association, Investment Promotion Agency and Department of Planning and Investment to work with VCCI. We have had a detailed dissection of each problem to get a solving direction.
For the province, we have assigned the Provincial Business Association to preside and coordinate with Department of Planning and Investment and Investment Promotion Agency to design and send the rate card to enterprises in the province. The replying result for the first time is just over 40% of enterprises. Due to this, we have improved the method and required the second opinion, making the replying opinion increase to 96%. After doing a synthesis, we have found that enterprises’ opinions reflect quite optimistically and accurately. Therefore, we know where “the disease” is. Specifically, we have discovered 50% of “the disease” from districts, 50% of “the disease” from communes. Also, we have clearly pointed out the disease in several departments.
So, which policies have Vinh Phuc had to cure “the disease” in 2013, sir?
We have conducted a review and established Investment Promotion Agency to provide favorable conditions for enterprises, try to resolve administrative procedures on investment projects and granting investment certificate in the fastest and most effective manner. Additionally, we have reorganized our working spirit, reviewed the province’s policies on providing conditions for enterprises, especially land issue.
With respect to new projects, we have focused on re-planning the whole province’s land from agricultural and new rural land to each commune’s land use. For other domains like construction and installation, we have reviewed the whole process from A to Z, from the construction investment policy for projects funded by central and local budget to the after-final settlement to find which process is made difficult and handle for enterprises. We usually organize the direct dialogue with enterprises to remove their difficulties two times per annum.
According to improving the investment climate, we have implemented methods synchronously. It can be said that currently we have strongly been attracting both domestic and foreign investment with the capital of up to thousands of billion of VND. Recently, an Japanese enterprise has just invested in a project of USD14 billion. The province’s plan for the whole 2013 is to attract USD200 billion for foreign direct investment projects. Unexpectedly, we have attracted USD236 billion in the first 5 months, exceeding the whole year’s plan. The domestic investment projects also exceed the target of VND2,700 billion in the first 6 months.
– With a such investment wave, how is the human resource training paid attention, sir?
We always attach special importance to training human resources. During the past years, our province have issued a number of decisions and policies to support the vocational training, the job creation and the poverty reduction for the people. Noticeably, the policy on support the vocational training is VND400-500 thousands per capita depending on the vocation. The support time is at most 30 months for vocational college, vocational plus cultural supplementary, at most 20 months for vocational secondary education. Besides, the province also give the policy to support the labor export, specifically prior laborers are eligible for borrowing VND100 million in 12 months with support interest from the province’s employment fund; other laborers can borrow a maximum loan of VND30 million from the employment creation fund and get a support of 70% interest in the first year.
Since early 2013, we are conducting a pilot to assign the provincial youth union to organize the implementation of the vocational training program according to enterprises’ needs.
Every year, the province spends about VND600-800 million of state budget, assigns Department of Planning and Investment and the Provincial Business Association to open human resources training courses for enterprises, mainly starting business and improving corporate governance for managerial staffs. Since 2012, we have basically prevented mass vocational training not fitting with the practical needs. Although the management of vocational training requires to fit with the reality, the number of cadres in Department of Labor – Invalids and Social Affairs is limited. As a result, since early 2013, we have been conducting a pilot to assign the provincial youth union to organize the implementation of vocational training programs according to enterprises’ needs. The reason for this is that the provincial youth union has a working network from the provincial level to commune and hamlet levels. Nevertheless, this matter needs more time to be addressed.
Aiming at enhancing support activities for career starting for Vinh Phuc’s youths, students, Vinh Phuc Business Association and Enterprise Forum Newspaper, the permanent agency organizes the Career Starting program, sign the coordination agreement on deploying overall activities of supporting career starting for the period 2013-2015. This activity is meaningful and practical for the young that make career in Vinh Phuc, contributing to foster the province’s development.
– Currently, a number of provinces’ leaders make great efforts to promote the investment climate improvement to speed up the socio-economic development. In spite of this, the situation of policy implementation is asynchronous from the upper level to lower one in several provinces. How is this problem in Vinh Phuc, sir?
The province’s leaders always try to definitely solve the work within the day. However, changing the way of thinking and working of the whole system cannot be a matter of one or two days. At first, I grasp thoroughly subordinates’sprits to handle affairs in each sector, domain with specific time. When solving administrative procedures, we shall immediately process in which step with difficulties. We have made the determination to do this to build a controlling and monitoring mechanism from the provincial level to commune one.
