Strengthening friendly cooperation between Vinh Phuc province, Vietnam and Chungcheoungbuk province, South Korea

Chungcheoungbuk province is located in the center of South Korean peninsula, close to Seoul capital and the only province abutting against the sea. The province has a population size of about 1.6 million; an area of 7,433 km2; administrative units with 3 cities and 9 districts under the provincial government; GDP per capita of about USD30 thousands (ranking Korea’s seventh). Additionally, there are 7 thousands of enterprises including 200 FDI ones; 16 universities, 247 research centers; a number of historical – cultural monuments and beauties of nature in the province.

Chungcheoungbuk has strengths in the development of electrical, electronics industry, information technology, medical equipments, pharmaceuticals and cosmetics, agricultural mechanics, aircraft accessory manufacturing, etc; tourism services associated with Cheongju international airport; agricultural production, especially biological technology. Chungcheoungbuk province’s geographical location and natural terrain have similarities with Vinh Phuc province’s.

Vietnam and South Korea established the diplomatic relation on December 22, 1992. After over 20 years, the cooperation relation between two countries is being developed well. After nearly 6 years of have signed the friendly cooperation since 2007, Chungcheoungbuk province, South Korea and Vinh Phuc province, Vietnam have organized numerous practical and effective activities, making the cooperation relation develop more and more sustainably. Specifically, two sides have exchanged high-class leader delegations, working parties of professional sharing. Two sides have given a support to the education of Vietnamese and Korean languages for several cadres. In addition, Vinh Phuc sent the art troupe to Chungcheoungbuk; Chungcheoungbuk funded 2 agricultural machines and supported beekeeping techniques for Vinh Phuc, etc.

Accepting the invitation of the Chairman of Chungcheoungbuk People’s Council, on July 22, 2013, Vinh Phuc’s delegation, including including leaders of Vinh Phuc People’s Council and a number of Vinh Phuc’s departments, led by Mr. Nguyen The Truong – Deputy Secretary of Provincial Standing Committee cum Head of the Provincial People’s Congress delegation friendly visited Chungcheoungbuk province. The delegation was royally and intimately welcomed by the Chairman of People’s Council – Mr. Kim Kwang Soo, the Province Chief – Mr. Lee Si Jong and representatives of agencies under Chungcheoungbuk People’s Council and her government. This friendly visit of Vinh Phuc’s delegation aimed at promoting and extending two provinces’ friendly cooperation activities on the political, economic and socio-cultural aspects.

At the discussions, two sides unanimously judged that although Vinh Phuc and Chungcheoungbuk had had a number of practical and effective activities as well as a mutual understanding, mutual support to develop during the past time, it had not matched to each side’s potentialities and strengths. Based on the reality of two provinces’ relation during the past time, the Head of Vinh Phuc’s delegation – Mr. Nguyen The Truong proposed 4 cooperation contents between two provinces in the coming times as follows: (1) Enhance the exchange of working parties sharing expertise on mission of council and state management; (2) Chungcheoungbuk shall transfer high-tech agricultural production technology and biological technology to Vinh Phuc; (3) Chungcheoungbuk shall provide favorable conditions for her enterprises to invest in sectors, domains being in the need of Vinh Phuc province, including the construction of manufacturing plants of agricultural machinery, storage machinery and processing machinery of agricultural products after harvesting; (4) Chungcheoungbuk shall receive Vinh Phuc’s labor force that comes to Chungcheoungbuk to work and two province shall help each other with the education of Vietnamese and Korean languages for each province’s managerial staffs. Chairman of Chungcheoungbuk People’s Council and the Province Chief concurred with the cooperation contents that the Head of Vinh Phuc’s delegation had mentioned. Also, they emphasized the cooperation on the agricultural development, the mechanization conditions in the agricultural production, Vinh Phuc province’s investment climate needing further improvements to attract Korean investors in general and Chungcheoungbuk investors in particular. At the working session, the signing ceremony was took place to deliver and receive a storage drier and a preliminary processing machine of agricultural products after harvesting. These two machines, being presents of Chungcheoungbuk province for Vinh Phuc provinces, shall be installed in Vinh Phuc in October, 2013.

On behalf of Vinh Phuc’s delegation, Mr. Nguyen The Truong expressed thanks to Chungcheoungbuk People’s Council and provincial government for the warm and friendly welcome and a number of practical and effective supporting activities. The Head of Vinh Phuc’s delegation sent the invitation of Chairman of Vinh Phuc People’s Council and People’s Committee to Mr. Kim Kwang Soo, Mr. Lee Si Jong and Chungcheoungbuk official delegation and enterprises to visit Vinh Phuc province in the soonest time. The Chairman of Chungcheoungbuk People’s Council and the Province Chief happily accepted the invitation. The visit of a deep friendship has left Vinh Phuc’s delegation a great deal of good impression and opened a new development stage in the cooperation relation between Vinh Phuc province, Vietnam and Chungcheoungbuk province, South Korea./.
