Resolved time and procedure

Total time (working day) does not exceed 10 days for the locations in detailed construction planning with scale of 1/500 and 1/2000 (hereinafter referred to as planned location); or  20 days for locations without detailed planning (hereinafter referred to as non-planned location). Depending on nature and scope of the project in non-planned location, topographical survey shall be required. In such case, time for the survey is not included in the aforementioned time-limit and never exceeds 20 working days. Details are as follows:

a) IPA shall receive application file and check their validity in compliance with the law and later transfer them to the Department of Construction for settlement within 01 working day.

b) Department of Construction shall receive and appraise the application files; organize a topographic survey, consult relevant agencies and units (if any), sign and seal on application, maps; and later then transfer them to District/Commune People's Committee  to sign and seal, within total of 03 working days for planned location or 13 working days for non-planned location;

District People's Committee and Commune People's Committee are obliged to receive, check, sign and seal on application files, maps and provide results to the Department of Construction (within 02 working days for each level of People's Committees).

After completion of the above, the Department of Construction shall transfer a report enclosed with the project’s profile and maps to the Provincial People’s Commitee Office.

c) The Provincial People's Committee Office shall receive, review related documents and send a draft of decision to leadership of the Provincial People's Committee for signing as approval and later transfer results to IPA to return the Investors, within 01 working day.

d) IPA shall give result to the Investors at IPA’s office within 01 working day.

4. Topographic map with a scale of 1/500 under VN 2000 coordinate system (enclosed with AutoCad drawing file compiled on a CD).

5. Planning map of investment location with a scale of 1/500 prepared by capable consulting entity and certified by District/Commune People’s Committee (to ensure no overlap with local projects or works).
