Scientific workshop “Improving investment environment, unlocking resources, removing bottlenecks in economic development of Vinh Phuc province today”

Within the framework of the Local Forum, on the morning of May 26, 2022, Ho Chi Minh National Academy of Politics coordinated with Vinh Phuc Provincial Party Committee to organize a scientific workshop “Improving the investment environment, unlocking resources, and removing bottlenecks in economic development of Vinh Phuc province today”.

Comrades: Le Duy Thanh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee; Associate Professor, Dr. Le Van Loi, Deputy Director of the Ho Chi Minh National Academy of Politics; Associate Professor, Dr. Nguyen Manh Hung, Director of the International Knowledge Sharing Center, Ho Chi Minh National Academy of Politics; Bui Huy Vinh, Member of the Provincial Party Committee Standing Committee, Head of the Provincial Party Committee’s Propaganda Department, Principal of the Provincial Political School chaired the conference.

In his welcoming speech at the workshop, comrade Le Duy Thanh, Chairman of Vinh Phuc Provincial People’s Committee affirmed that since the early days of re-establishment, Vinh Phuc has always been consistent in its thinking and vision of innovation, determined to quickly eliminate hunger and poverty; develop through industry, with industry as the center; promote capital attraction, advanced technology and techniques. Thanks to that, after 25 years of re-establishment, the province’s development indicators have achieved remarkable results.

From a purely agricultural province, Vinh Phuc has now become a locality with comprehensive development in all fields with an economic growth rate always high compared to the whole country. GRDP in 2021 reached 136,000 billion VND (an increase of more than 68 times compared to 1997). Social issues and social security are guaranteed. People’s lives are gradually improved.

However, compared to other localities in the Red River Delta, Vinh Phuc’s economic growth rate has been limited in recent years. Economic growth has shown signs of slowing down and is at risk of being “left behind” by many provinces and cities. It has not attracted many large-scale enterprises to invest in the high-tech sector. Infrastructure of industrial parks and the quality of services are still limited and have not met general requirements. Other resources such as land, institutions, science and technology, etc. have not yet promoted their advantages, …

Affirming that the workshop is a useful and practical scientific forum with the presence and discussion of scientists, provincial leaders and leaders of a number of provincial departments, branches and sectors on improving the investment environment and promoting economic development, Chairman of the Provincial People’s Committee Le Duy Thanh suggested that within the scope of the workshop, delegates need to frankly identify bottlenecks, analyze and evaluate to clarify the current situation, specific difficulties and problems and propose solutions to overcome limitations and shortcomings in the process of implementing local socio-economic development tasks.

Speaking at the opening ceremony of the workshop, Associate Professor, Dr. Le Van Loi, Deputy Director of the Ho Chi Minh National Academy of Politics, said that the Resolution of the 13th National Party Congress identified one of the twelve orientations for national development in the 2021-2030 period: “Continue to strongly innovate thinking, build and synchronously perfect institutions for sustainable development in economics, politics, culture, society, environment…, promptly remove difficulties and obstacles; unleash all potentials and resources, create new momentum for the country’s rapid and sustainable development”.

To effectively implement the goals, orientations and tasks of the Resolution of the 13th National Party Congress, Associate Professor, Dr. Le Van Loi said that localities in general and Vinh Phuc in particular must be proactive, sensitive and grasp opportunities; clearly identify barriers, bottlenecks and bottlenecks in the process of socio-economic development; be determined to overcome difficulties and challenges; continue to strongly innovate thinking, perfect institutions, and arouse will, potential and resources for development.

In their discussions at the workshop, delegates focused on analyzing and objectively evaluating the achievements as well as the remaining bottlenecks and bottlenecks that need to be removed in the economic development process of Vinh Phuc province; evaluating the leadership methods, supervision work, and organization and implementation of mechanisms and policies on improving the investment environment and unlocking resources for socio-economic development of Vinh Phuc province.

The presentations frankly acknowledged and pointed out the difficulties, challenges and limitations that have been and are bottlenecks and bottlenecks hindering the development of Vinh Phuc in the past time. In addition, the delegates also raised lessons learned from practice: Changing production methods based on the foundation of promoting the existing advantages of the locality; focusing on innovation in science and technology and creativity; improving provincial competitiveness. In particular, institutional issues and green and sustainable growth models are considered one of the decisive factors to effectively attract investment, bringing the province’s economy to participate in the global value chain. Promoting digital transformation; Perfecting training institutions, fostering, arranging and rationally using human resources, especially high-quality human resources.
