Vinh Phuc People’s Committee approved the project of improvement and increasing provincial competitiveness index, period 2013 -2015

The Provincial Competitiveness Index (PCI) is the result of partnership research between Vietnam Chamber of Commerce and Industry (VCCI) and the Vietnam Initiative project of US Agency for International Development (USAID / VNCI). PCI is used as an important tool to measure and evaluate the management and economic operation of 63 provinces and cities in Vietnam on the nine fields which have a great influence on the development of the sector private, including market entry costs, land access and stability in land use, transparency and access to information, time costs, and pioneering feature of provincial leaders, expenses not official, business support services, workers training, legal Aid.

In the recent year, Vinh Phuc province has always focus on improving the investment climate and business, increasing the management effectiveness and  operating of administrative structure at all level, creating the best favorable conditions for producers and favorable business, efficiency, contribution to economic growth. However in the recent 3 year, the Provincial Competitiveness index of Vinh Phuc province tends to reduce, especially this index plummeted significantly from the position of seventh in 2011 to the forty third in 2012. Before this situation the Vinh Phuc People’s Committee  has assigned the Department of Planning and Investment in collaboration with other departments and agencies, People’ Committee of the District, Commune, Town strictly evaluated the situation, clarify the causes and responsibilities of each agency, lead  to the decline of Provincial Competitiveness  index   and then  proposed solutions, improving the competitiveness of the province.

The project was approved by Provincial People’s Committee, issued the following objectives: To build favorable business environment , transparent , attractive and convenient for all economic sectors to invest in the business in the province; Reform the image of Vinh Phuc province become the dynamic province on improvement of investment climate to community of investors both inside and outside province. Considering and evaluating the quality of management of the state agencies and evaluation on administrative reform, the qualified staff, to build the public service and staff to meet the development requirement of the province in the coming time. Specifically, in 2013-2014 strive to improve the index components , gradually raise the ranking PCI , an annual increase of at least 15-20 levels , in local groups with operating quality ” good ” , from 2015 ranked highest 10 group of the whole country , located in the local group operating quality ” very good ” . Scheme launched 10 missions, general solutions and 09 missions solution for the index component.

On July 24, 2013, Vinh Phuc People’s Committee has issued Decision No. 4003/ KH-UBND promulgated the plan to improve the project, raising competitiveness index of Vinh Phuc province, in the period of 2013 -2015; Chairman of Vinh Phuc People’s Committee has given Directive 10/CT-CTUBND for some urgent measures should be taken to improve the competitiveness ability of Vinh Phuc province.

The Provincial competitiveness index (PCI) play the important role in promoting quality reform in operating of social economy in the province and improvement attractiveness of investment environment and business. The scheme is implemented effectively which will contribute to improve the provincial image for business and investors both inside and outside province. In order to achieve the targets of the scheme, it is necessary to take drastic measures of all the political system, ethnic group and people in the province. /.
