The Seminar “Cementing to improve the effectiveness of investment, trade and tourism promotion activities and ODA, NGO mobilization activities in Vinh Phuc province”

In her opening speech, Ms. Duong Thi Tuyen – Vice Chairman of the Provincial People’s Committee confirmed that in recent years, Vinh Phuc’s investment, trade and tourism promotion as well as ODA, NGO mobilization activities have grown both in width and depth and obtained various encouraging results. As of August, 2013, the whole province has attracted 129 FDI projects with total registered capital of nearly USD2.7 billion, 526 DDI projects with total registered capital of over VND30,000 billion, USD166.5 million and VND551 billion of ODA and over VND354 billion of NGO, being ranked at the 19^th in the country about the disbursed aid value. The focused tourism marketing activities have made a new step in the tourism promotion activity in the province. Nevertheless, investment attraction and market expansion for tourism have not been commensurate with the province’s development goals and requirements. Moreover, other shortcomings are limited large-scale projects for urbanization, service and tourism; limited commodity consumption markets, low export value and high trade deficit, etc. The major reasons are that the staffs being in charge of investment promotion, fund mobilization and market expansion are not enough qualified and lack the unity and cohesion in working. The seminar’s organization should be a good opportunity for the provincial authorities to acquire and learn experiences, good practices and creative ideas, contributing to improve the effectiveness of investment, trade and tourism promotion activities and ODA, NGO mobilization activities of the province in the coming period.

At the seminar, the delegates’ speeches showed that the foreign enterprises with the investments in Vinh Phuc had had remarkable achievements over time, contributing to build Vinh Phuc’s industrialization appearance and make it become an attractive destination for foreign investors. Nevertheless, currently the economic downturn has directly affected the  investment. Accordingly, the delegates proposed that Vinh Phuc’s leaders need to consider a number of domains such as developing supporting industry, post-investment enterprises care, reforming one stop service division in the direction of supplying, guiding fully the procedures for enterprises, reviewing land rent price in industrial zones and improving the personnel quality. Especially, we need to focus on post-examination, close management and monitor of the FDI projects’ implementation; strengthen the coordination among functional bodies in the process of granting investment certificate and to monitor businesses’ investment activities in the post-granting stage.

In the seminar’s conclusion, Ms. Duong Thi Tuyen received and highly appreciated the delegates’ opinions; also, expected to further receive the care and close coordination of the central investment promotion institutions, the provincial departments relating to investment promotion, which helps Vinh Phuc’s leaders give highly feasible solutions to improve the effectiveness of investment, trade and tourism promotion activities and ODA, NGO mobilization activities in the coming period.
