The Provincial People’s Committee meeting with enterprises early year of 2014

Opening the conference, Mr. Phung Quang Hung introduced on socio economic situation of the province in 2013 and quarter 1/2014. In 2013, despite facing with many difficulties and challenge, Party Committee, government, people, local authorities and communities of enterprises in the province has attempted to overcome these difficulties and challenges, completed exceed the set standard. Quarter 1 of 2014, the provincial economy continues to grow, investment and revenues attraction increase relatively, order security and social safety is guaranteed.

In 2013, the Provincial Competitiveness Index (PCI) of Vinh Phuc has improved 17 steps compared to 2012, in which several important component indexes increased quickly such as: dynamics, Supporting Enterprise, legal institution, transparency of information. However, there are two component indexes is reduced market entry, unofficial cost; although some indexes have improved, it doesn’t have kept with the progress of many others province and cities.

Such above success associate with effort of politic system of Vinh Phuc province, especially in reform of administrative procedures, timely answers and support enterprises to overcome difficulties; concentration in land compensation clearance; strengthening the investment promotion activities, business support…. to improve the investment environment, enhance the provincial competitiveness index. Mr. Chairman of PPC has emphasized the role and business dynamics in economy; Mr. Chairman also high appropriated and warmly praised the great contribution of business community for the development of the province in the past time.

Following the program, Mr. Nguyen Kim Khai – Member of the Provincial Party Committee, Director of Planning and Investment Department thoroughly understand the basic contents of Resolution No 4- NQ/TU dated January 14,2014 of Party Committee of Vinh Phuc province on the development of Small and medium enterprises in the current period.

Objectives of Resolution set out to strengthen and develop small and medium enterprises in both quantity and quality with reasonable scale, appropriate and modern technology, efficiency production management organization model, competitive and sustainable development; active participation in the value chain of goods and services in the economy of the province and of the whole country; play an important role in economic development, create jobs, raise incomes for people. By the end of 2015, there are over 6,000 strive and in 2020 there are over  9,500 small and medium sized enterprises operation in the economy, major structure  is services, commercial of 50-52 % , industry 30-33 % , building 10-13 % , agriculture 5-7 % . Capital investment by small and medium enterprises account for 20-25 % of the total investment capital of the province, contributing from 15-20 % of the provincial GDP and 10-15 % of the total provincial budget. The value of exports turnover of small and medium enterprises achieved 15-17 % of the total exports turnover of the province; create 60 to 70 thousand of new jobs

The resolution had lay out five solutions to implement such above goal. Accordingly, beside the increasing the awareness and raising the role of all level of Party, government, agencies and the whole of the society about the position and role of small and medium enterprises, the role of entrepreneurs forces; the province has strengthened

Resolution proposed 5 solutions to accomplish this goal. Accordingly, in addition to raising awareness and strengthening actions of the Party committees, governments, industry and civil society about the position and role of small and medium-sized enterprises, the role of entrepreneurs; Province will strengthen State management for small and medium businesses. Business team building ; building Party organizations and unions in enterprises ; consolidate , expand and develop the system of small and medium enterprises under reasonable structure, consistent with the structure of the provincial economy. At the same time, review and apply research to full implementation and compliance with the guidelines, policies, mechanisms of state promulgated for small and medium-sized enterprises in the province; help small and medium enterprises developing internal resources, and mobilize resources for the development of small and medium enterprises.

Mr. Nguyen Tien Hanh, Director of Vinh Phuc Investment Promotion Agency introduced supporting services for investors and enterprises of Ipa Vinh Phuc

At the conference, Mr. Nguyen Tien Hanh – Head Deputy Office of PPC – Director of Vinh Phuc Investment Promotion Agency had introduced on support services for investors and enterprises of Ipa Vinh Phuc, the achieved results, the existing problems and difficulties in the process of implementation and resolving direction in the coming time. In- depth analysis of the services on administrative procedures for investment under one top service, question and answers services in Enterprise – Government dialogue Porte and in the website of IPA Vinh Phuc.

By the end of conference is the commendation for enterprises in 2013.Chairman of PPC and leaders of departments and agencies has awarded flag and certificate of merit for enterprises that has many achievements in business production and implementing the duties to state and actively participating in social activities.
