PROJECT CONSTRUCTION OF INLAND CONTAINER DEPOT AND RAILWAY STATION

1. Location: Huong Canh town and Son Loi commune, Binh Xuyen Distric. The depot is located in the center of industrial zones: Northern Binh Xuyen, Binh Xuyen Binh Xuyen 2, Son Loi, Ba Thien, Ba Thien 2, Huong Canh industrial cluster.

Close to Noi Bai – Lao Cai Trans-Asia Express interchange and industrial chain-road Binh Xuyen – Yen Lac – Vinh Tuong District which links industrial zones with Vinh Thinh Port (Red river). The ICD is close to National way no.2, several provincial internal roads connects to the depot. The depot is 18km away from Noi Bai international Airport, 150km away from Cai Lan deep seaport (Quang Ninh, 140km away from Hai Phong seaport, and 45km away from Hanoi.

2. Present Condition:

There are many domestic and foreign enterprises doing business and manufacturing in Vinh Phuc, and investment trends to Vinh Phuc are increasing day-by-day. In order to make it more convenient in cargo circulation, the PPC planned to build an 100ha inland container depot in the center of industrial zones which connects all main roads. Existing railway station will also be relocated to a new place which is closed to the inland container depot so it can meet the demands of cargo transportation of Hanoi – Lao Cai direction and cargo circulation in the inland container depot. According to the plan, a 1435mm-wide railroad shall also be connected with this depot.

3. Project goals and scale:

– Project goals: Install a inland container depot system in a large scale and a railway, fully-equiped with services in order to meet demands of cargo cirrculation for all enterprises in Vinh Phuc and nearby provinces, ensure cargo circulation and passengers in Hanoi – Lao Cai railway, Vinh Thinh port (Red river).

– Scale:

Phase 1 (2014-2020):

+ Install new Huong Canh railway station by km 45+400 milestone to replace the existing one; 8 pairs of railway along the route; 7 dead-end pairs for relating cargo transportation; connection roads.

+ Constructing inland container depot for loading, gathering and clearing cargos: 02 railway axis which links the station to the ICD; 03 storages and 02 grounds for inland transportation; 04 grounds for gathering containers transhipping between the station and the ICD; 05 storages and 08 grounds for gathering, loading and unloading, and clearance for exports and imports; internal transportation inside the grounds and links with main roads in industrial zones; operation service of the ICD.

Phase 2: (after 2020):

+ expand the ICD.

+ 1435mm-wide railway construction.

4. Total estimated investment:

Phase 1:

– Main railway and new station: $8,5 million.

– Inland Container Depot: $21,5 million (not including means of transport, loading and unloading equipment)

5. Authorized State Agency: Vinh Phuc Provincial People’s Committee.

6. Field of investment: Transportation, Logistics.

7. Status: The project was approved by the PPC in Decision no.1872/QĐ-UBND dated Sep 1st, 2009 based on Document no.07/BGTVT-KHĐT dated Mar 5th, 2009 of the Monistry of Transportation on container depot and inland container depot planning in Vinh Phuc area.

8. Progress:

– From 2014 – 2015: Prepareation for investment;

– From 2015-2020: Construction time and operation phase 1.

– After 2020: Continue with items in phase 2 and operation.

9. Forms of investment:

– Major railroad and new station: using State budget.

– Inland container depot: BOT, BT, PPP or joint venture or 100% private capital.

10. Incentive policies: Due to the variety in items of the project, investors who are interested in the project shall be provided with necessary information by authorized state agencies.

11. Provincial commitment:

1. Regarding site clearance: specialized agency helps investors to acquire land in the soonest time;

2. Procedures: procedures processing by one stop service mechanism; highest priority to support investors during the implementation of the project.

3. Investors shall enjoy Governmental and Provincial incentives.
