Pursuant to Laws on Organization of the People’s Council and the People’s Committee dated Nov 26th, 2003;
Pursuant to Law on Construction of Vietnam dated Nov 26th, 2003; Law on Urban Planning dated Jun 17th, 2004;
Pursuant to Decree No. 08/2005/NĐ-CP dated Jan 24th, 2005 of the Government on Construction Planning; Decree No. 37/2010/NĐ-CP dated Apr 07th, 2010 of the Government on establishing, assessing, approving and managing of urban planning;
Pursuant to Decision No. 2057/QĐ-UBND dated Aug 15th, 2011 of the Provincial People’s Committee on Approval of Mission of Construction Planning of the Vinh Phuc metropolitan to 2030 with vision to 2050;
Pursuant to Notice No. 504-TB/TU dated Mar 26th, 2010 of Vinh Phuc Provincial Standing Committee on the Construction Planning of the Vinh Phuc metropolitan to 2030 with vision to 2050; Resolution No. 65/NQ-HĐND dated Jul 19th, 2012 of Vinh Phuc Provincial People’s Council XV, 4th session on ratifying the Construction Planning of the Vinh Phuc metropolitan to 2030 with vision to 2050;
At the request of Construction Department under Report No. 1577/TTr-SXD dated Aug 24th, 2012,
DECIDES:
Article 1. To approve the Construction Planning of the Vinh Phuc metropolitan by 2030, vision to 2050 which includes the main contents as following:
1. Project name: Construction planning of the Vinh Phuc metropolitan by 2030, vision to 2050.
2. Investor: Vinh Phuc’s Construction Department.
3. Planning Consulting agency: Vinh Phuc Institute of Construction Planning
4. Planning area:
The planning area of the Vinh Phuc province includes 09 administrative units, which are Vinh Yen City, Phuc Yen town and the districts of Binh Xuyen, Lap Thach, Song Lo, Tam Duong, Tam Dao, Vinh Tuong, Yen Lac with the total natural area of 1236.5 km2. To be specific, the area shares borders with:
– Thai Nguyen Province and Tuyen Quang Province in the North,
– Phu Tho Province in the West,
– Ha Noi Capital in the Southeast.
5. Characteristics:
– Vinh Phuc province is located in Hanoi Capital region, belonging to the Northern key economic region and the economic corridor of Lao Cai – Hanoi – Hai Phong – Quang Ninh;
– Vinh Phuc is a general economic zone with potential in developing industry, services, ecological agriculture and also an important transport junction of Northern region and all over the country;
– Vinh Phuc is a large urban area in which Vinh Yen is a city type I playing the “nuclear” role, toward to becoming Vinh Phuc city in the 20s of the 21st century;
– Vinh Phuc has an important role in the national defence and security and environmental protection for Hanoi Capital and the region.
6. Regional development forecasting indexes to 2030
6.1. Economy:
– Building a solid economic base, creating motivation for developing region’s social economics with high competitiveness;
– Building the provincial economic structure on the basis of continuing to boost the development of industry – construction, services and agriculture – forestry; step-by-step transforming towards service – industry, construction and agriculture – forestry in the 20s of the 21st century;
– Maintaining fast and stable growth rates;
– Raising the annual average income level and ensuring social security conditions.
6.2. Population size:
– In 2011: The population is 1,016,000 people, including 250,000 from urban areas and 766,000 from rural areas;
– In 2020: It was forecasted to reach 1,410,000 people, including 850,000 from urban areas and 560,000 from rural areas;
-In 2030: forecasted to reach 1,800,000 people, including 1,250,000 from urban areas and 550,000 from rural areas.
6.3. Labor:
Building plan to train and provide jobs for about 1 million people in working age.
6.4. Land using structure:
– In 2020: agriculture land is 764.33 km2, accounting for 61.81% of the provincial natural land; 467.43 km2 non-agriculture land, accounting for 37.80% of the provincial natural land; 4.74 km2 unused land which accounts for 0.38% of the province’s natural land;
– In 2030: 707.10 km2 agriculture land, accounting for 57.19% of the province’s natural land; 524.66 km2 non-agriculture land, accounting for 42.43% of the province’s natural land; 4.74 km2 unused land which accounts for 0.38% of the province’s natural land.
6.5. Quotas of using land for urban and rural construction are to be calculated based on development demand and subject to the Codes, Standards and Specifications of Vietnam.
7. The orientations for developing Vinh Phuc province space to 2030
7.1. Area planning structure.
The structure of Vinh Phuc area construction planning follows the model of unifying urban and rural areas, closely connecting with the Capital and the Northern key economic region and developing harmonily with the nature, whereas:
– Vinh Phuc City, including Vinh Yen City, Phuc Yen Town, Binh Xuyen District and a parts of Yen Lac District, Vinh Tuong District, Tam Duong District and Tam Dao District with the total natural area of about 31,860 ha, population size of 1 million people, being the central and nuclear city to boost the development of the whole areas;
– Three clusters of satelite cities connected by Vinh Phuc belt route number 5, attached to three natural economic zones that play a supporting role to Vinh Phuc metropolitan. The mountainous satelite urban cluster takes Hop Chau Township and Tay Thien Township as its core; the midland satelite city cluster takes Lap Thach Township (Lap Thach Town in the future) as its core, the plain satelite urban cluster takes Vinh Tuong Township and Tho Tang Township (Towns in the future) as its core.
– Building systems of new rural residential areas together with 3 ecological agricultural economic zones of Mountainous, Midland and Delta areas, connecting with 3 urban satelite city clusters and Vinh Phuc city.
– Shaping a belt surrounding Vinh Phuc city, connecting with green corridors in the urban and suburban agricultural areas, creating a frame to protect the nature, ensure the ecology balance and sustainable development for the whole province.
– Connecting with Hanoi Capital region, the Northern economic focal area and the economic corridor of Lao Cai – Hanoi – Hai Phong – Quang Ninh by the national transport system and regional attracting centers.
7.2. The system of economic – territorial zones in the province.
Vinh Phuc Province is divided into 04 economic – territorial areas with 11 sub-areas as belows:
– Vinh Phuc urban economic area: 281.94 km2, including 05 sub-areas of Vinh Yen,; Northern Vinh Yen; Southern Vinh Yen; Binh Xuyen and Phuc Yen.
– Northern forestry – ecology – tourisim – services economic area: 340.18 km2, including 01 sub-area which is Tam Dao District, a part of Binh Xuyen District and Phuc Yen Town.
– Southern agriculture – small-scaled handicraft – commerce economic area: 211.54 km2, including 02 sub-areas of Vinh Tuong and Yen Lac.
– Western industry – agriculture – services economic area: 402.84 km2, including 03 sub-areas of Lap Thach, Tam Duong and Song Lo.
7.3. The system of production zones and bases.
– Industrial zones and industrial parks:
There are three main industrial zones with the area of 6,628 ha, including about 16 industrial clusters as belows:
+ Binh Xuyen zone: 2,168 ha in total, including 06 industrial clusters of Binh Xuyen, Binh Xuyen II, Southern Binh Xuyen, Ba Thien, Ba Thien II, Son Loi;
+ Tam Duong zone: 3,080 ha in total, including about 05 clusters of Tam Duong I, Tam Duong II, Hoi Hop, Chan Hung (all of which have already been planned until 2020) and the Western Vinh Phuc industrial park according to the general Construction Planning of Vinh Phuc city;
+ Lap Thach – Song Lo zone: 1,380 ha in total, including 05 industrial parks of Lap Thach I, Lap thach II, Song Lo I, Song Lo II and Thai Hoa – Lien Son;
Other industrial zones with the area of 867 ha include 05 industrial parks:
+ Vinh Yen: 197 ha, 01 Khai Quang industrial park;
+ Phuc Yen: 200 ha, including Phuc Yen and Kim Hoa – Phuc Thang industrial parks;
+ Vinh Tuong: 470 ha, including Vinh Thinh and Vinh Tuong industrial parks.
– Tourism and resort sites and areas:
Developing resort – ecological, cultural – spiritual, weekend tourism sites and other kind of tourism such as conference, discovery, festivals, …to meet the demand about 4.45 to 4.65 million visitors in 2020 and about 9 million visitors in 2030. The tourism and resort clusters include:
+ 03 national tourism sites: Dai Lai (about 1,000 ha), Sau Vo Lake (about 2,800 ha), Tay Thien – Tam Dao II (about 1,200 ha);
+ 06 provincial tourism sites: Vac Lake (about 500 ha), Tam Dao I (about 300 ha), Lang Ha Lake (about 400 ha), Van truc Lake – Bo Lac Lake (about 800 ha), Rung Lake (300 ha) and Bac Ngoc Thanh (about 2,500 ha).
– Agriculture – forestry production areas: the area of 70,710 ha is divided into 04 areas with development orientation as following:
+ Vinh tuong – Yen Lac: Mainly rice, flowers, high-quality vegetables;
+ Tam Duong: Fruit trees, ornamental plants, ecological green belt and ecological agriculture;
+ Lap Thach – Song Lo: Rice, secondary crops, long-term trees;
+ Tam Dao – Lap Thach – Song Lo: Fruit trees, production forests, ecological forests, special-use forests and Tam Dao national forest.
7.4. The system of urban areas:
Vinh Phuc’s system of urban areas includes 21 areas divided as follows:
a) Vinh Phuc urban area: Becoming a provincial city type I, playing the role of the center with population size of 1 million people.
b) Vinh Tuong urban area: Becoming a town type IV with the role of Southern Vinh Phuc zone economic center, population size of about 210,000 people, being a satelite town of Vinh Phuc urban area.
c) Lap Thach urban area: Becoming a town type IV with the role of Western Vinh Phuc’s center, population size of about 700,000 people, being a satelite town of Vinh Phuc urban area.
d) Hop Chau urban area: Becoming a township type IV with the role of Northern mountainous area’s center; being the center of the district wih population of about 50,000 people.
e) Tam Hong urban area: Becoming a township type IV with the role of Yen Lac delta sub-area’s center and being the center of the district (expectedly) wih population of about 50,000 people.
f) Townships:
There are going to be 16 townships type V in total with the total population of 137,000 people, in which: Hop Hoa, Tam Son are 02 central townships of the district and; Tam Dao, Thay Thien (Dai Dinh) and Bac Ngoc Thanh are 03 tourism – services townships; 10 townships of Nguyet Duc, Lien Chau, Son Dong, Duc Bac, Lang Cong, Hai Luu, Ban Gian, Vang, Dao Tru and Hop Ly playing the roles of centers of ward clusters, being the appui for building and developing new rural area..
7.5. The system of rural residential areas:
There are 67 wards distributed as followings:
– Yen lac: 10 wards with about 65,000 people;
– Vinh Tuong: 19 wards with about 135,000 people;
– Tam Duong: 7 wards with about 49,000 people;
– Lap Thach: 10 wards with about 83,000 people;
– Song Lo: 13 wards with abot 65,000 people;
– Tam Dao: 8 wards with about 55,000 people.
The wards’ construction and development under rural residential area construction Planning and 19 criteria of Building new rural area Program shall be suitable with the real situations of each ward.
7.6. The system of social infrastructure:
– Housing: Building and improving 49.60 million m2 of residential houses including 37.50 million m2 of houses in urban areas reaching the target of 30m2/person in average; 12.10 million m2 of houses in rural residential areas reaching the target of 22m2/person in average.
– The system of general service centers is organized in 4 levels:
+ Level 1(area): Vinh Phuc urban area;
+ Level 2 (sub-area): Hop Chau – Tay Thien, Lap Thach and Vinh Tuong;
+ Level 3 (district): Tam Hong, Hop Hoa, and Tam Son;
+ Level 4 (ward clusters): townships.
– The system of political – administrative centers is organized in 3 levels:
+ Provincial level: Vinh Yen;
+ District level: Centers of 11 sub-areas;
+ Ward Level: Wards and townships.
– The system of specialized centers:
+ Universities, academies, colleges, professional colleges and science research bases have the total area of about 1,800 ha, 1,500 ha of which is located in Vinh Phuc urban area; 300 ha of which is located in satelite urban clusters of Hop Chau, Vinh Tuong and Lap Thach;
+ Regional sanatoria and health bases have the total are of 100-120 ha located in Vinh Yen City, Phuc Yen Town, Tam Duong District, Yen Lac District and other urban areas.
+ Green trees, water surface, parks and sport centers have the total area of 3,100 ha, in which 2,500 ha is located in Vinh Phuc urban area and the remaining 600 ha is located in other urban areas of the province.
In the province’s area, the system of green trees, water surface, parks and sport centers in urban areas are connected with the green belt, green corridor of Vinh Phuc urban area and nature and water surface protection areas, specialized cultivation agriculture areas to create a frame to protect the nature and ensure ecology balance.
8. Territory organization and land using planning.
8.1. Territory organization:
– Period 2012 – 2015:
+ Vinh Phuc Province shall include Vinh Yen City and Phuc Yen City, which are cities type III and 07 districts of Binh Xuyen, Yen Lac, Vinh Tuong, Tam Duong, Tam Dao, Lap Thach and Song Lo;
+ Establishing a number of wards and new townships which are cities type V based on development demand;
+ Boosting the development of rural residential areas under Program of building new rural area.
– Period 2016 – 2020:
+ Vinh Phuc Province shall include: Vinh Yen City as a city type II; Phuc Yen City as a city type III; Vinh Tuong Town and Binh Xuyen Town as cities type IV; and 05 districts of Yen Lac, Tam Duong, Tam Dao, Lap Thach and Song Lo;
+ Establishing a number of wards and new townships which are cities type V based on development demand;
+ Continuing to develop the Program of building new rural area.
– Period 2021 – 2030:
+ Vinh phuc Province shall include: Vinh Phuc Provincial City which is a city type I (based on the consolidation of Vinh Yen, Binh Xuyen and Phuc Yen); Vinh Tuong Town and Lap Thach Town as cities type IV; and 04 districts of Yen Lac, Tam Duong, Tam Dao and Song Lo;
+ Building Vinh Phuc urban area to reach the standard of a provincial city type I, ensuring all the conditions for Vinh Phuc Province to become a city;
+ Establishing new Lap Thach Township which is a city type IV;
+ Building Hop Chau Township, Tam Hong Township to meet the standard of city type IV;
+ Continuing to develop the Program of building new rural area.
8.2. Planning on land using until 2030.
– Prioritizing land reserve for agriculture production, especially two-rice-crop land according to the quotas given by the Government, in accordance with land using planning approved by the National Assembly;
– Providing enough land for urban construction and development, especially for Vinh Phuc urban area and the system of social, technical structure, especially wide-range ỉnastructure;
– Controlling tightly the use of land belonging to safety corridors of rivers, streams, water surface, and nature protecting frame land and land that is banned from construction according to regulations of laws.
9. Orientations for planning technical infrastructure system and environment protection.
9.1. Transportation:
– Road transportation:
+ External transportation: Hanoi _ Lao Cai Highway; main roads: National Route 2, BOT Route which avoids National Route 2, National Route 2B, National Route 2C, National Route 23; belt-line routes 4.5 and 5 of Hanoi Capital;
+ Internal transportation: Including 10 routes connected with center of Vinh Phuc urban area, in which there are 01 route to Lao Cai, 01 route to Phu Tho, 02 routes to Tuyen Quang, 02 routes to Thai Nguyen and 04 routes to Hanoi Capital.
On the basis of belt-line routes number 1, 2, and 3 in the general Planning of Vinh Phuc urban area, supplementing 02 belt-line routes number 4 and 5 to connect attracting centers outside of Vinh Phuc urban area.
– River transportation: Hong River and Lo River.
– Air transportation: Noi Bai international airport is about 30km to the East of Vinh Phuc urban area’s center.
– Rail transportation and public transportation:
+ Building new 1.43m-wide Hanoi – Lao Cai railway; improving the current Hanoi –Lao Cai railway; building North – South Light Rail Transit (LRT); building Noi Bai – Vinh Phuc tourism railway.
+ Buses include Phuc Yen – Vinh Yen Bus Rapid Transit (BRT); Vinh Yen – Tam Dao, Vinh Yen – Cho Chang, Vinh Yen – Tam Son, Vinh Yen – Viet Tri, Vinh Yen – Hanoi bus routes; outer, middle and inner belt routes and other routes.
– Focal transport works:
+ Building inter-provincial stations near bus stops, railway stations and tourism ports;
+ Building 04 river ports: Nhu Thuy, Duc Bac, Vinh Thinh, Trung Ha and 02 ICD ports in Binh Xuyen, Tam Duong;
+ Building river bridges, Tam Dao tunnel and intersections of diferent levels.
9.2. Preparing construction land techniques:
– Foundation level:
Controlling the minimum foundation level for the areas: Phan River basin from 8.7 to 9.0 m; Dam Vac 8.9 m; Northern Dieu Hoa River 8.8m; Huong Canh 8.8 m; Ca Lo River region from 8.9 to 9.0 m; other areas 9.0 m.
– Rainwater drainage:
Forming 07 rainwater drainage areas: Lo River basin and Western Lap Thach drained to Lo River; eastern basin of Lap Thach River and north-west Tam Dao drained to Pho Day River; 04 basins in Tam Duong, Vinh Yen, Vinh Tuong – Yen Lac, Binh Xuyen, Phuc Yen and South Tam Dao drained to Ca Lo River and the regulating lake system drained to Red River; basin of South Vinh Tuong and Yen Lac drained directly to Red River (outside the left dyke of Red River); rain water drainage in the urban and rural residential areas in accordance with the approved construction planning.
– Irrigation measures:
Forced Drainage to Red River; renovating Phan River and Ca Lo River; constructing irrigation works at the main basins: the upper Phan River basin; basins around Vinh Yen and Ca Lo River basin; renovating and upgrading and building new dikes.
9.3. Water suppy:
– Water demand: 840.000 m3/day, in which the immediate demand is about 550.000 m3/day and the reserve for future is 290.000 m3/day.
– Water source: terrestrial water of Lo River and Red River is the main supply; restricting the use of groundwater.
– Water supply network:
+ For Vinh Phuc urban area, Vinh Tuong urban area and Hop Hoa Township: building factories getting water from the Lo River with the capacity of 365.000 m3/day in the first period, along with the existing and under construction water factories in Vinh Yen, Hop Thinh, Phuc Yen, Vinh Tuong, Tam Duong to provide water for the region;
+ For Lap Thach urban area: Raising the capacity of Lap Thach water factory (Lo River’s surface water) to supply for Lap Thach urban area and 03 industrial zones of Lap Thach I, Lap Thach II, Song Lo II;
+ For urban areas type IV, especially the northern mountainous area, the water supply can rely on surface water sources (reservoirs) and on-site groundwater and rainwater.
9.4. Power Supply:
– Total load: 2,900 MW.
– Supply source: Viet Tri – Soc Son 220 KV electricity grid and Viet Tri 110KV grid.
– Transformer stations: Building 02 new 220 kV stations including Vinh Tuong II station and Ba Thien station. Building 12 new 110KV stations include: Hoi Hop, Vinh Tuong III, Yen Lac, Tam Dao I, Tam Dao II, Gia Khanh, Tam Hop, Song Lo, Tam Duong, Hoang Lau, Song Lo and Lap Thach II. Improving and expanding the 220 kV stations including Vinh Yen, Lap Thach and Vinh Tuong II.
9.5. Waste water drainage and environment sanitation.
– Waste water drainage: The demand for drainage and treatment approximates 670.000 m3/day, building 05 concentrated sewage treatment plants in Vinh Phuc urban area and separate treatment plants for other urban areas.
– Solid waste collection: The amount of solid waste is 4.200m3/day. For Vinh Phuc urban area, 04 treatment plants of 5.0 ha/plant in average shall be built (located in the industrial clusters), at present focusing on building the 01 treatment plant. For other urban areas: building their own solid waste treatment plants.
– Cemetery parks: Demand for construction land is about 300 ha, including about 200 ha for cemetery parks for Vinh Phuc urban area and 100 ha scattered in satellite urban clusters and and rural residential areas.
The location for building concentrated cemetery parks is specified in subdivision planning, detailed planning at Binh Xuyen District and Tam Dao District.
9.6. Environmental protection:
– Solving the curent situation: Having firm and thoroughly remedies for current environmental pollution situation to ensure safety for drinking water supply, irrigation, land and air environment protection; protecting forest reserve and biodiversity, typical ecosystems.
– Building management regulations and control measures to protect the environment for the conservation and development restriction areas; the urban environment areas and tourist areas; protection forest areas, green belt, green corridors and public green tree system; rural areas, craft villages, wetlands and forest ecosystems, rivers and lakes containing water.
– Measures to minimize negative impacts to the environment: Supervising, handling violations causing pollutions; assessing the enviromental impacts and committing to protect the environment for each project; propagandizing and improving awareness of environment protection; applying science, technique and technology advances in environment protection activities.
Article 2. Organization of implementation
1. Building focal programs on constructing the area:
– Overall program on building and developing urban area;
– Program on building new rural area;
– Program on protecting the environment, preventing natural disasters and dealing with global climate changes.
2. Solutions to implementation of the plan:
– Increasing and prioritizing planning and building plans;
– Proactively preparing clean land reserve to provide for investment and construction projects;
– Attracting investment and calling for sources of fund;
– Building modern and synchronous infrastructure, placing importance on developing infrastructure in a wide range;
– Building systems and policies prioritizing area development;
– Renovating and improving the capacity of the state managerial apparatus;
– Building timeline for reasonably restructuring the area by development periods;
– Increasing competitiveness of the nuclear city clusters of satelite cities and rural residential areas;
– Placing importance on political and ideological works, promoting democracy in the community and participation of the residents;
– Assigning Construction Department to propose the establishment of a planning and construction directing committee to the Provincial People’s Committee.
Article 3. This Decision takes effect since its signing date.
Chief of Office of Provincial People’s Committee, Directors of Departments, Boards, Agencies in the province, Chairman of People’s Committee in Districts, Cities, townships; Chairman of organizations, units and relating individuals implement with pursuant to this Decision.
