Vinh Phuc Investment Promotion Agency working with Foreign Investment Agency

In the working session, Mr. Nguyen Tien Hanh introduced IPA Vinh Phuc and reported the results in the past. He also proposed FIA to support Vinh Phuc province to organize activities of investment promotion. Based on Decision No 1889/QĐ-UBND dated August 08, 2012 of Vinh Phuc People’s Committee IPA Vinh Phuc was established and has officially operated since December 03, 2012. IPA Vinh Phuc is the central agency assigned by Provincial People’s Committee to organize the implementation of investment promotion plans with the aim of attracting domestic and foreign investors to put investments into the province.

Since the official operation, IPA Vinh Phuc both has focused on performing political tasks and has further proposed Provincial People’s Committee to improve the legal framework for investment promotion activities; build professional staff and cadres with highly qualified profession and foreign languages; build synchronous and modern facilities.

After the five-month operation, IPA Vinh Phuc has got certain achievements in the activities of investment promotion. Specifically, IPA  provided advices and assistance for Vinh Phuc People’s Committee to make the investment promotion plan in 2013; successfully organized the investment promotion trip in Japan on April, 2013; received more than 300 files of administrative formalities on investment of which IPA Vinh Phuc coordinated with relevant agencies to solve under the one-top service and return results to investors in and before due more than 90%. In addition, IPA has promoted the support and care services for enterprises, especially the consulting service in guiding administrative formalities on investment, receive and coordinate to remove difficulties of enterprises through the dialogue portal “Enterprises – Vinh Phuc Government”.

On behalf of FIA, Mr. Nguyen Ba Cuong highly appreciated the achievements that IPA Vinh Phuc has got and recommended the operational model of IPA Vinh Phuc as a model that should be studied and replicated. Besides, he informed the contents of investment promotion that FIA shall support Vinh Phuc province and gave opinions about the way to support and coordinate to implement the investment promotion activities between FIA and IPA Vinh Phuc.

At the end of the working session, FIA and IPA Vinh Phuc agreed the contents in coordination and support on the investment promotion activities. The close coordination between the national and local agencies has contributed to improve the effectiveness of the implementation of investment promotion activities, enhancing Vinh Phuc’s image and investment environment in the country and over the world.
