DECISION

RATIFYING GENERAL PLANNING OF CONSTRUCTING VINH PHUC’S URBAN, VINH PHUC PROVINCE UP TO 2030 AND THE VISION TO 2050

THE PRIME MINISTER

Pursuant to the Law on Organization of the Government of December 25th, 2001;

Pursuant to the Law on Urban planning of June 17th, 2009;

Pursuant to Decree No 37/2010/ND-CP of April 7th, 2010 of the Government on the Formulation, evaluation, approval and management of urban planning;

At the proposal of Vinh Phuc’s People Committee,

DECIDES:

Article 1. To ratify the General planning of constructing Vinh Phuc’s urban areas up to 2030 and the vision to 2050 with main contents as follows:

1. Scope for the planning formulation:

The scope for the formulation of the general planning of Vinh Phuc’s urban areas include Vinh Yen city, Phuc Yen town, Binh Xuyen district and a certain part of Yen Lac, Vinh Tuong, Tam Duong and Tam Dao districts with the total land area of about 31,860 ha, which will be limited as follows:

– Adjacent to Tam Dao and Tam Dương district in the north;

– Adjacent to Yen Lac district in the south;

– Adjacent to Lap Thach and Vinh Tuong district in the west;

– Adjacent to Phuc Yen town and Hanoi capital in the west.

2. Characteristics:

– Be the polictis – administration centre of Vinh Phuc province;

– Be one of big economic centres of Hanoi Capital zone and Vietnam with the main sectors including industry, services, trade, training – science and tourism – resort;

– Be the important centre of transport, cultural exchange of the Capital zone, the Southern key economic zone, the nation and the globe;

– Possess an important position in the national defense security.

3. Population size:

a, 2020: 660,000;

b, 2030: 1,000,000.

4. Land size:

– By 2020, the urban construction land is 19,330 ha including the residential land of 11,420 ha targeting 173m2 per capita and the non-residential land of 7,910 ha;

– By 2030, the urban construction land is 31,860 ha including the residential land of 14,500 ha targeting 145m2 per capita, the non-residential land of 7,910 ha and other kinds of land of 6,790 ha.

5. The direction of the space development to 2030:

a, Urban development

– Link to Hanoi capital, take Vinh Yen city and Phuc Yen town to be the centre, thereby expand the scope of urbanization to surrounding areas;

– Build the concentrated and multipoled urban which connects to functional areas based on the modern and synchronous transport system.

– Develop concentricly, create surban green belts and isolated green corridors to protect the environment, preserve the ecological balance;

– Form North – South green space axis serving as transport axis, landscape architecture, water drainage associated with historic – cultural monuments and important serving works of Vinh Phuc’s urban areas.

b, Urban structure and functional subdivision:

– Key zones include:

+ At city level: the central area of Vinh Yen city and Phuc Yen town;

+ At regional level: Northern and Southern key zones at the crossing point between the belt road 2 and North – South space axis; Northwestern key zone at the crossing point between the belt road 2 and Lap Thach – Dam Vac inbound axis; Southeastern key zone at the crossing point between the belt road 2 and Phuc Yen – Huong Canh – Vinh Yen radial axis;

+ Other key zones: the educational and cultural exchange point at Vinh Yen city’s southern area and Phuc Yen town; the key point of commodity circulation at Vinh Yen city’s northern area and at Phuc Yen town; Dam Vac and Dai Lai resort, tourism park; water and greenery key point at the south of Vinh Yen city.

– Axises include:

+ Linking region axises: the highway linking Hanoi center with Lao Cai; belt road 5 linking Hanoi with Thai Nguyen and Son Tay; Hanoi – Lao Cai railway;

+ Linking urban axises: Highway 2B, highway 2C linking Tam Dao, Hop Hoa with Vinh Phuc urban centre; Provincial road 305 connecting to Lap Thach and Yen Lac and roads linking Vinh Yen city with Phuc Yen town;

+ Belt axises: Belt road 1 (the centre); belt road 2 (connecting to the regional key zones) and belt road 3, belt road 4, 5 and Hanoi belt road 5;

+ The urban axis is the connection between existing and new urban areas;

+ North – South space axis: Tam Dao – Vinh Yen and Red River;

+ The pubic transport axis is the connection between key zones at the city level and those at the regional level and others.

– Three functional areas include: The central area of Vinh Yen city, Phuc Yen town, residential areas and industrial parks at the northeastern, northwestern and southwestern areas of Vinh Phuc’s urban.

6. Land use plan of functional areas to 2030:

a, Residential area plan

The residential land area is 14,500 ha (equivalent to 45.5% of the urban land) including:

– Construction land area of about 9,570 ha;

– Public serving land area of nearly 1,880 ha: arrange an area of 820 ha at Vinh Yen city for building a provincial complex centre; a public centre of Vinh Phuc’s urban at Dam Vac and serving centres at the regional level; 470 ha at Phuc Yen town for building a complex centre of Vinh Phuc’s urban and serving centres at the regional level and 460 ha at the south of Vinh Yen city and 130 ha at the north of Vinh Yen city (Gia Khanh area) for building public serving centres at the urban level;

– Use an area of 620 ha for greenery land and building sport centres.

– Urban transport land area of about 2,430 ha.

b) Non-residentially functional area plan

Non-residentially functional areas have an area of 10,570 ha (about 33.2%) including:

– Industrial parks:

+ Industrial parks have an area of 5,002 ha including formed and planned industrial parks placed at the northwestern, northeastern and southeastern areas of Vinh Phuc’s urban;

+ Arranging isolated green corridors and public transport system with suitable width to the environmental hygience standards among industrial parks and residential areas.

– Specialized centres:

+ Universities, institutions, colleges, professional schools have an area of 1,502 ha, being placed at the central areas of Vinh Yen city, Phuc Yen town and North – South green space axis;

+ Medical and nursing establishments have an area of 89.5 ha, being placed at Vinh Yen city, Phuc Yen town, Tam Dương and Yen Lac districts;

+ Tourism facilities have an area of 170 ha, being placed at Dam Vac, Vinh Yen city and Dai Lai lake, Phuc Yen town;

+ Greenery, water surface, parks and sport centres have a total area of 2,278.5 ha, including North-South greenery axis; green belts and corridors along rivers, canals and major transport routes and parks at the urban level of 2,162.1 ha; sport centers of 116.4 ha (National sport complex at Vinh Yen city: 40 ha, regional and urban sport centres at Vinh Yen city and Phuc Yen town: 76.4 ha).

– The total area of external transport and centrally technical infrastructure works is 1,160 ha including the former of 1,090 ha and the latter of 70 ha.

– National defense land: about 350 ha, being placed according to the use plan of national defense land.

c) Other land plan

Other land area is 6,790 ha (accounting for 21.3% of total urban land) including agricultural land, water surface and reservation land for development.

7. Urban design:

a) General principles

Build Vinh Phuc’s urban to become a beautiful and naturally harmonious urban including special North – South green space axis, facilitating people to easily access historic – cultural monuments and urban environment by public transport network.

b) Landscape – architecture space layouts

– The landscape system includes:

+ Vinh Yen’s administrative bodies; Phuc Yen’s centre, Dam Vac, Vinh Yen’s office – housing commerce and market areas;

+ Housing areas in urban, surounding hills, garden houses and villages in rurul areas;

+ Industrial parks.

– The system of space axises includes:

+ North – South green space axis (LRT – Light Rail Transit); BRT axis (Bus Rapid Transit);

+ Urban entrance axis: Highway 2A, 2B, 2C;

+ River and greenery axis: Phan, Ca Lo, Pho Day and canals.

– The system of centres includes:

+ Commercial, public services: Dam Vac northern office commerce park, Vinh Yen centre, Phuc Yen centre, LRT and BRT station surrounding areas

+ Relax centres: public relax park; regional sport and flower parks;

+ Tourism and resort centres: Dam Vac surounding area, Dai Lai area.

8. Direction of urban technical infrastructure plan to 2030:

a) Transport:

– Road network:

+ External transport: Highway Hanoi – Lao Cai; main axises: highway 2A, its bypass, highway 2B, 2C, 23, belt road 4,5 and Hanoi belt road 5;

+ Urban transport: 9 inbound roads connecting to Vinh Yen centre, focal points, 3 belt roads and streets.

– Public transport:

+ Public transport network includes Hanoi – Lao Cai railway; North – South LRT route through Vinh Yen; existing railway routes being upgraded;

+ LRT: through Vinh Yen, north – south direction;

+ Bus routes: BRT (Phuc Yen – Vinh Yen); Vinh Yen – Tam Dao; Vinh Yen – Chang market; Vinh Yen – Tam Son; Vinh Yen – Viet Tri; Vinh Yen – Hanoi; ex-, mid- and in – belt road routes.

b) Techinical preparation for construction land

– Irrigation planning:

+ Forced drainge to the Red river by pumping; water storage lakes; building and renovating rivers;

+ Building irrigation works in 3 major watersheds: Phan upper watershed, Vinh Yen surounding watershed and Ca Lo watershed;

+ Renovating Phan, Ca Lo rivers and Ca Lo’s cut section in the urban area.

– Ground height:

+ Minimum ground height is determined as at the designed stormwater level with maximum rainfall and rain frequency of 1% and safe height in Phan, Ca Lo and truncated Ca Lo rivers;

+ Minimum ground height in newly developed areas is determined as at the stormwater drainage time plus hydraulic from computing point to draining point. The ground height of important plants and works is elevated more 0.5 m.

– Stormwater drainage:

+ Newly developed urban area: Building separate stormwater drainage;

+ Inner area: The stormwater drainage system needs ensure quick drainage and promote the function of storage lakes, greenery and entertainment areas to keep water temporarily and reduce local flooding due to rain.

c) Water supply

– Water supply target is set up in accordance to the standards of Urban grade I;

– Water demand: 140,465 m3/day and night to 2020 and 326,218 m3/day and night to 2030.

– Water sources and water supply treatment station:

+ Water sources: Lo river, limiting the use of underground water source.

+ Water receiving station: the new water plant near the Lo river: Qtr = 375.500 m3/day and night; maintaining existing water plants in Vinh Yen and Phuc Yen.

– Water distribution network:

+ 02 routes to lead water from the Lo river to distribution pools: In the north: D = Ф1.300 – Ф1.000 and in the south: D = Ф1.200 – Ф900;

+ Distribution pools in Vinh Yen, the south of Vinh Yen, Gia Khanh, Phuc Yen ensure water supply in accordance with the design with appropriate capacity and size;

+ Distribution pipes by ring network connects to existing pipes in Vinh Yen city and Phuc Yen with a diameter of Ф200 – Ф700.

d) Electricity supply

– Total load: 1,600 MW;

– Transformer stations: 220 kV existing substation with 220 kV network, 220 kV new substation with 220 kV network, 110 kV existing substation with 110 kV network, 110 kV new substation with 110 kV network.

đ) Telecommunication

– Subcription capacity: for residential area: 100m2/telephone, for industry: 300m2/telephone;

– The capacity in Vinh Yen city: 146,800 telephones, in the south of Vinh Yen: 53,900 telephones, Gia Khanh: 39,200 telephones and Phuc Yen town: 126,700 telephones.

e) Waste treatment, sanitation

– Waste treatment:

+ Wastewater target: by 2020: 38,000m3/day and night and by 2030: 157.000 m3/day and night;

+ Building concentrated wastewater treatment infrastructures in 05 areas: the west, south, northeast of Vinh Yen city, Vinh Yen centre and Phuc Yen town with the population size of about 200,000 per area.

+ Placing concentrated treatment stations near big rivers: Phan, Cau Bon, Ca Lo and Pho Day river, etc…;

+ Building wastewater drainage pipes Ф150 – Ф1.200.

– Solid waste treatment:

+ Solid waste amount: by 2020: 900 tons/day and by 2030: 2,850 tons/day;

+ Building 04 burning treatment plants including 03 plants in urban areas. The scope of construction is about 4-5ha for each;

+ Placing landfills in accordance with the construction standards to ensure urban sanitation.

g) Cemetery parks

– Land demand for construction is 200 ha by 2030;

– Construction places: Tam Dao district: 100 ha; Binh Xuyen district: 100 ha.

9. Evaluation of strategic environment:

a) Existing pollution treatment

Need measures to deal with the existing pollution problems to ensure the safety of water supply for daily life, irragation and the air, especially protect the diversity of the ecosystem.

b) Measures to lower the environmental

– Monitor and handle environmental violations;

– Evaluate environmental effects on each project;

– Popularize, raise the awareness of protecting the environment.

c) Environmental protection

Need appropriate measures to protect land, air and water environment; deal with noise and solid waste problems.

10. Short – term plan by 2020:

a) Prior programs and projects for urban development

– Urban technical infrastructure projects;

– Public transport construction projects;

– Environmental protection projects in response to the global climate change;

– Land development projects.

b) Measures to manage the plan implementation

– Establish Steering Committee and build the provincial mechanism and managerial appartus of urban planning;

– Apply solutions to mobilize resources and ensure capital.

Article 2. Assign Vinh Phuc’s People Committee to carry out the following tasks:

1. Issue the management regulations in accordance to Vinh Phuc’s approved urban general planning; form and issue Management Regulation of the whole urban plan and architecture.

2. Pubicize the scheme of approved Vinh Phuc’s general planning.

3. Make sectioning plans, specific plans to specify Vinh Phuc’s urban general planning as the basis of deploying investment projects.

4. Make technical infrastructure construction plans and its management plan in accordance to Vinh Phuc’s approved urban general planning.

5. Need the close management and synchronous investment of constructing socio-technical infrastructure that connects to the general infrastructure network of Vinh Phuc’s urban at urban and industrial areas.

6. Develop mechanism, policies to mobilize financial, land and human resources for the implementation of the general infrastructure projects of Vinh Phuc’s urban.

Article 3. This Decision takes effect from the date of its promulgating.

Minister of Construction of Vietnam, Vinh Phuc’s People Committee and relevant ministers, departments take responsiblities of implementing this decision.
