VINH PHUC OBSTETRICS AND PEDIATRICS HOSPITAL

In Hop Thinh commune – Tam Duong District, and Dong Van commune – Yen Lac District (or other adequate location upon purpose), close to National Way 2A, 7km away from center of Vinh Yen City.

Land cleared, construction design and cost estimation on item: wall foundation, leveling, approved by the PPC in Decision 1714/QĐ-CT dated June 26th 2015.

  1. Project goals and scale:
  • Project goals: New obstetrics and pediatrics hospital to be built to replace the outdated one with following goals:
  • Modernly equipped medication center.
  • Providing people, especially mothers and children with healthcare service and protection.
  • Overload reduction for national-level hospital, contributing to social-economic development of the local;
  • Becoming a satellite hospital of national-level hospitals.
  • Scale: Total area: 9.9 ha, serving 500 beds, including:
  • Hospitalization technical block: 14 floors, total floor area: 50,547 m2.
  • Service building: 5 floors, total floor area: 4,340 m2.
  • Department of Nutrition building: 2 floors, total floor area 2,116 m2.
  • Department of Infectious building: 3 floors, total floor area 1,689 m2.
  • Department of Anti-Infectious building: 2 floors, total floor area 960 m2.
  • Department of Pathological Anatomy and Funeral Home: 1 floor, total floor area 680 m2.
  • Supporting buildings, infrastructure, internal roads, wastewater treatment system, medical waste treatment system, lighting system, equipment…
  • Equipment: modernized and synchronized with buildings according to Vietnam Standards.

  5. Progress:
  • 2012: Vinh Phuc Obstetrics and Pediatrics Hospital Project was approved in Decision 2668/QĐ-CT dated October 19th
  • From 2013 to 2014: Land clearance, relocation of 110KV electric wire and agriculture discharging channel.
  • 2015: Item: Wall foundation, leveling is approved in Decision no 1714/QĐ-CT dated June 24th 2015
  1. Forms of investments: 100% private capital or upon request.
  2. Preferred policies:
  • Land rents: Free land rents.
  • Tax policies:
  • Tax exemption for 04 years since the taxable income, a reduction of 50% taxation of the project income for 05 following years, and a preferred enterprise income tax rate of 10% for the rest of its operation.
  • Individual income tax: Vietnamese and foreigners working for the Project have their individual income tax reduced by 50%.
  • Investors enjoy incentive policies in Law on import tax and export tax for imported equipment using in construction.
  1. Provincial commitment:
  • Procedures: processing by one stop service mechanism; highest priority to support investors during the implementation of the project.
  1. Implementation process:
  • Investors submit Project proposal documentation to Vinh Phuc Investment Promotion Agency for inspection and approval of the PPC;
  • Prepare Project profile and apply for the issuance of Certificate of Investment;
  • The PPC hands over the investors with clear site;
  • The investors now can start the Project.
