Transportation infrastructure in University urban area

1.   Location: Vinh Yen city, Vinh Phuc Province

2.   Present condition: hilly and agricultural landscapes and residential, finished sectional plan, scale 1/2000. Resettlement, relocation and methods for land compensation and site clearance are basically completed.

3.   Position: Vinh Yen city, Vinh Phuc Province

4.   Project goals and scale:

Project goals: Construction of a transportation infrastructure network according to the plan, consists of 07 routes with a total length of 23.24km, the width of the cross-section is from 35.0m to 52.5m.

Scale: Total area of more than 2,000ha, construction of a transportation infrastructure network according to the plan, consists of 07 routes with a total length of 23.24 km, the width of the cross section is from 35.0m to 52.5m, including:

+ Route T1: (Vinh Yen city Corridor No 2) 52.5m wide and 3.8km long.

+ Route T2 (central road of the universities): Section 1 (from the road parallel with the railway to Corridor No 2) 36m wide cross section (lane = 7.5×2 m wide, pavement = 6x2m wide, median = 9.0m wide) and the total length is 1.4km; Section 2 (attached to Section 1, run across the center of universities and connects to National Highway No 2B) 50.0m wide cross section (lane = 15×2 m wide, median = 2m wide, pavement = 9x2m wide) and the total length is 6.03km;

+ Route T3 (crowded main route of urban area planning): starts from Nguyen Tat Thanh Street (Vinh Yen Corridor No 1), cuts through Corridor No 2 and connects to Ha noi – Lao cai Highway, 38m wide and the total length is 4.3km, transportation road infrastructure only.

+ Route T4, T5, T6, T7 are sectional routes according to the plan linking other routes to a regional transportation infrastructure frame network. The width of cross-section is 35.0m (lane = 11.5x2m wide, median= 2.0m wide, pavement = 5x2m wide) and the total length of these routes is 7.71km. These routes need to be built for a completed and integrated transportation road network, enabling Route T1 (Corridor No 2) meets the Standards for urban main road, grade II; Route T1 (universities main road) and other routes meets the Standards for local roads, grade III.

5.   Total estimated capital: about US $117.2 mil

6.   Authorized State Agencies: Department of Construction or Department of Transport.

7.   Field of investment: Transportation frame infrastructure for university urban area.

8.   Status: Calling for investment.

9.   Progress:

– From 2014: Investment Preparation, choosing investors, inspecting and issuing Certificate of Investment.

– From 2014 to 2017: Start construction.

– From 2017: Operation

10.   Forms of investment: BT, PPP or investor’s request.

11.   Preferred policies:

– Investors enjoy a preferred corporate income tax of 10% for the first 15 years and tax exemption for 04 years since the taxable income, and a reduction of 50% taxation of the project income for 9 following years.

– Individual income tax: Vietnamese and foreigners working for the Project have their individual income tax reduced by 50%.

– Investors enjoy incentive policies in Law on import tax and export tax for imported goods using in construction.

12.   Provincial commitment:

1. Regarding site clearance: Handover of clear site to investors;

2. Procedures: processing by one stop service mechanism; highest priority to support investors during the implementation of the project.

13.   References:

1. Electricity price: $ 0.1/KW

2. Water price:

– Manufacturing purpose: $ 0.37/m3.

– Service, tourism, constructions: $ 0.54 m3

3. Labor cost: minimum wage: $ 82.5/month

4. Fuel price: $ 1.1/litre

14.   Implementation process:

1. Investors submit Project proposal documentation to Department of Planning and Investment for inspection and approval.

2. Provincial People’s Committee (PPC) assigns authorized state agencies to choose the qualified investors through bidding.

3. The Investors then prepare the Project documentation for a preliminary negotiation with authorized state agencies.

4. Investors and the authorized state agencies shall sign a contract in form of BT or PPP or according to investor’s request.

5. PPC shall compensate, acquire land and hand over the investors with clear sites.
