PROJECT VINH PHUC SPORTS COMPLEX AND ATHLETES TRAINING CENTER

1.   Location: the Sport Complex lies among three district-level administrations: Vinh Yen, Tam Duong, Binh Xuyen (most of the complex is in Kim Long Commune, Tam Duong District). The Complex is near the National Highway no.2B from Vinh Yen City to Tam Dao, near the interchange of Noi Bai – Lao Cai Express Way, is on Provincial Road 310, and is closed to Urban-University Area.

2.   Present conditions: Preparing detailed plan, scale 1/500, approved.

3.   Objectives and scale:

            Project goals: to build up a high quality centralized sport complex, a typical forerunner in symbiosis with environment; an athletes training center for international competitions; help to attract more tourists to Vinh Phuc.

            Scale: building a sport complex in a total area of 51ha with 03 main sections, including standardized items to match up with regional and international competitions:

+ A stadium with a capacity of 20,000 spectators, a training stadium;

+ Indoor swimming pool and sport hall;

+ An athlete training center with classrooms, administrative office, multi-  function training hall, dormitory for staffs and trainees;

+ A hotel with 150 rooms, total building area of 6,300 sq m, 10 floors;

4.   Total estimated capital: about US $250 mil

5.   Authorized State Agencies: Vinh Phuc Provincial People’s Committee.

6.   Field of investment: Infrastructure construction.

7.   Status: Calling for investment

8.   Progress:

– From 2014: Evaluation and survey of present condition, forming the basis for     setting task and pre-feasibility study;

– From 2014 to 2015: Land acquisition and compensation, site clearance, route     upgrading and widening, project formation and other preparations;

– From 2015-2018: Building and Operation.

– In 2019: uses for ASIAD 18, taking place in Viet nam in 2019.thể thao 1

9.        Forms of investment: BT, PPP, Joint Venture or 100% private capital.

10.   Preferred policies: as regulated for each item of project in the field of sports, infrastructure, education and tourism.

11.   Provincial commitment:

1. Regarding site clearance: specialized agency helps the investors to acquire land in the soonest time;

2. Procedures: processing by one stop service mechanism; highest priority support to investors during the project implementation.

12.   Implementation process:

1. Investors submit Project proposal documentation to Vinh Phuc Investment Promotion Agency for inspection and approval from the PPC.

2. Investors prepare Project documents to submit for Certificate of Investment.

3. The PPC hands over the investors with clear site;

4. The Investors sign land rent contract and receive certificate of land use rights.

5. Investors now can start the project.
