Tam Dao II Eco – Tourism and Mice Resort

1. Location:

Tam Dao 2, the paradise for natural and sport lovers, an adventure and eco-tourism resort is located in 30,000ha-Tam Dao mountainous area. Total planned area for Tam Dao 2 eco-tourism resort is approximately 300 ha, which is 6km as the crow flies distance or 15km driving from the current Tam Dao tourism site. Having the altitude above the sea of 1,100m, and the annual average temperature is among 18-22 Celsius degree, sometimes there is snow during winter in Tam Dao Mountain. The area is rather flat and looks like a basin surrounded by mountains. It is said that the French once planned to make it a eco-tourism resort.

2. Present conditions:

Vinh Phuc Provincial People’s Committee assigned Vietnam Partner LLC Consultant (USA) to mobilize foreign specialists to develop some ideas for the construction of Tam Dao 2 eco-tourism resort and Tay Thien Spiritual Tourism Site. Belt Collin Hawii Consultant (USA) did some investigation and provided the province with pre-planning service. The realization of Tam Dao 2 eco-tourism resort does not only meet the needs for relaxation and entertainment, but also preserves the surrounding environment and wild nature. It is designed to be in a linkage with Tam Dao Tourism Site, Tay Thien Spiritual Tourism, Tam Dao Golf Course and other beautiful landscapes.

3. Objectives and scale:

  • Objectives:
    • To develop a luxury eco-tourism resort in Vietnam, which is unique to the others to attract more tourists to Vinh Phuc Province.
    • To create cultural exchanges that contributes to the living standards of local people by enabling them to provide services.
    • To motivate tourism development in Vinh Phuc Province.
  • Scale: 300 ha.

4. Ideas for planning:

The planned area for Tam Dao 2 eco-tourism resort is in the primary forest. Based on the terrain, ecology, and linkage with other tourism sites and the intention of the Provincial authority, Belt Collin Hawii and Vietnam Partner LLC Consultant proposed 3 different ideas. For detailed information, please contact: ipa@ipavinhphuc.vn. A brief summary of the 3 ideas is as follow:

Due to the basin terrain (main site) with sloping areas, primary and wetland, positioning is different in each idea. Constructions network in Tam Dao 2 eco-tourism resort consists of the main following items:

  • Environmental Center: includes in-house and outdoor items under a single area. This center centralizes 3 different ecology areas in the Northern of Vietnam: Rainforest, midland, and the Red river delta regions. Each ecology system is stimulated with specific landscapes, geography, climates, animals and plants, fish living and interacting with each other.
  • Luxury hotels (200-400 rooms), a Center for conference and casino (after getting approval).
  • Villas with the view of the golf course and gigantic space nearby.
  • 9-hole golf course.
  • Entertainment: Natural Park, stables, aquarium, Water Park, aquarium, zoo, nursery garden, bird cages, butterflies, casino (after getting approval). Mini hotel for casino tourists or relaxation. The wetland creates a natural park and an open space for the whole resort.
  • Luxury and high quality ecological camps or sustainable hotels with less impact to the ecology system. Each camp could provide 100-150 camping spot and other supporting items.
  • Transportation: manned vehicles, running on gas or electric for tourists and staff transportation inside the resort.
  • Other supporting items: car parks, maintenance, houses for staff…
  • All ideas are well-connected with the current Tam Dao Tourism Site, Tay Thien Spiritual Tourism Area, Tam Dao Golf Course, road and cable cars.

5. Total investment on technical infrastructure: 120 mil USD

6. Authorized State Agency: Vinh Phuc Provincial People’s Committee.

7. Investment content:

  • Technical infrastructure installation.
  • Calling for secondary investors.

8. Process:

  • From 2014-2015: Research, detailed planning, procedure processing.
  • From 2016-2020: Construction, operation for parts of the project.
  • From 2021-2025: Complete, operation at full capacity.

9. Form of investment: BT, PPP, 100% foreign capital or joint venture.

10. Preferred policies:

  • Free land rents.
  • Tax policy: Specific items will be guided with pursuant to the Laws of Vietnam.

11. Provincial commitment:

  • Site clearance: specialized agency helps the investors to acquire land in the soonest time;
  • Labour: Provincial People’s Committee supports investors in recruiting.
  • Procedures: processing by one-stop service mechanism; highest priority to support investors during the implementation of the project.
  • Preferred policies: Maximum supports with pursuant to the Governmental policies.

12. Implementation process:

  • Investors submit Project proposal documentation to Vinh Phuc Investment Promotion Agency for inspection and approval from the PPC.
  • Investors prepare Project documents to apply for Certificate of Investment.
  • PPC hands over the investors with clear sites.
  • Investors sign land-lease contract and receive certificate of land use rights.
  • Investors now can proceed the construction and implementation of the project.
