Transport system

Vinh Phuc province has a relatively developed transport network including road, rail and river. The transport system is appropriately distributed with high transport density. A number of invested transport routes have brought out significantly socio-economic benefits.

Road Transport

Road transport routes include: National Highway (Noi Bai – Lao Cai Expressway, National Highway No. 2, Express way 2B, 2C, 23); the provincial road; the main roads to industrial parks and road belt; district and commune roads.

The 245km-long Noi Bai – Lao Cai Expressway (the 40km-long section running through Vinh Phuc) linking with the highwway Kunming – Hakou (China) is one of components that contribute into the transport infrastructure development project of Kunming – Hanoi – Hai Phong Econimic Corridor.

Public bus routes meet demands of the residents travelling to all districts, cities, towns and industrial parks in the province.

Rail transport

The railway rout Hanoi – Lao Cai runs through five over nine administrative units (including Phuc Yen town, Binh Xuyen district, Vinh Yen city, Tam Duong and Vinh Tuong districts) with its length of 35km and five stations, of which Phuc Yen and Vinh Yen stations are two principal ones. This railway route running through Vinh Phuc connects Hanoi with the northern midland and mountainous provinces and China.

Water transport

Vinh Phuc has two main river routes at grade II managed by the central government namely Red River (41km) and Lo River (34km). Only means of transport with a capacity of at most 500 tons can move on these two rivers. The local river routes including Ca Lo River (27km), Pho Day River (32km) and Phan River (93km),… can only serve means of transport with a capacity of no more than 50 tons in the rainy season.

Currently, there are two ports including Vinh Thinh on Red River and Nhu Thuy on Lo River.

In addition to three types of transport above, Vinh Phuc is also close to Hanoi International Airport, about 25km.

Electricity supply network

Vinh Phuc is among the provinces located in a favorable region in electricity supply from the national grid. The electric transmission and distribution system has been planned and invested synchronously to ensure the favorable conditions and full supply for socio-economic development of the province.

Currently, the electricity supply network in the province consists of:

220kV, 110kA substations and 110kV lines run well and stably.

220KV substations: Ba Thien 220kV substation with capacity of 2x250MVA; Vinh Yen 220kV substation with capacity of (125+250)MVA.

110 KV substations include:

Region I (including Vinh Yen city, Phuc Yen town and Binh Xuyen district): Vinh Yen substation – 110/35/22kV-2x63MVA; Phuc Yen – 110/35/22kV-2x63MVA; Thien Ke – 110/22kV-63MVA; Ba Thien – 110/22kV-63MVA; Hoi Hop – 110/22kV-63MVA; Vinh Yen II – 110/35/22kV-63MVA.

Region II (including Vinh Tuong and Yen Lac districts): Vinh Tuong – 110/35/22kV-(40+63)MVA; Yen La – 110/35/22kV-40MVA.

Region III (Including Tam Duong, Tam Dao, Lap Thach and Song Lo districts): Lap Thach – 110/35/22kV-2x25MVA; Tam Duong – 110/35/22kV-63MVA; Song Lo – 110/22-40MVA.

Each industrial park has substation of 22kV/0.4kV. Businesses use electricity on demand. Electricity price is prescribed by the central State.

Water supply and drainage, wastewater and sewage treatment system

Vinh Phuc has enormous potential of water resources. Natural surface water and groundwater are abundant enough to provide for industrial, agricultural production and irrigation activities in the province.

Water supply:

The total capacity of water plants in the province is 310 m3/day. Water sources include groundwater and surface water from Lo River, Red River and Pho Day River.

Drainage:

– Stormwater:

Based on the topographical topography and current status of drainage works in the whole province, the entire boundary of Vinh Phuc province is divided into 3 large drainage areas: the drainage area of ​​Lo – Pho Day river towards the Lo river and Pho Day river. ; the drainage area of ​​Phan – Ca Lo river towards the Phan river and Ca Lo river; The wasteland area Vinh Tuong – Yen Lac is located outside the Red River dyke towards the Red River.

Vinh Phuc urban area belongs entirely to the drainage area of ​​Phan – Ca Lo river with an area of ​​​​about 732.80 km2, which is drained to Phan and Ca Lo rivers to Cau river at Phuc Loc Phuong.

– To drain off waste water:

Domestic wastewater is collected and treated in a concentrated form for urban areas and densely populated areas, for rural areas and far from urban areas to be collected and treated in a distributed manner.

Industrial parks have their own wastewater treatment plants, the quality of treated wastewater is up to Class A standards and then discharged to the receiving source.

Hospital wastewater is treated to remove harmful and polluting impurities before being discharged into the area’s common sewer system.

Sewage treatment system:

– For life waste:

Until now, the rate of household refuse processed is 65% of urban areas and 52% of countryside. The province goverment has implemented the construction of plants processing refuse into micro-fertilizers in Thanh Lang and Lap Thach towns, Dai Dong and Dong Cuong communes. Up to now, works have basically been completed and put into operation. The treatment capacity of each station is 10 tons of organic waste per month.

– For industrial and solid waste:

Businesses are in charge of treating industrial sewage. A large amount of sewage has been reused as materials and fuel for other industries, and a part has been treated simply by burning or burying.

Currently, the province is calling for investors to build a waste treatment plant.

Information and communications network

Postal service network has now been widely developed in the whole province, satisfying basic postal services.

The telecommunications network has developed drastically with modern technologies equivalent to other countries in the region. All communes have optical transmission. There are three inter-provincial fiber optic lines of VNPT, Viettel and EVN Telecom in the direction of Hanoi – Vinh Phuc – Viet Tri.

The province has a full range of mobile phone networks available in the country such as: Mobifone, Vinaphone, Viettel Mobile,… Broadcast telephone stations have been built in all districts. Internet and VoIP networks in Vinh Phuc use fiber optic lines with broadband and high speed.

1. Transport system

1.1. Road transport

Total road length is 4,058.4 kilometres of which national high way ( Noi Bai – Lao Cai express way, national high way no2, express way 2B, 2C, 23):  151,753 kilometres are designated to be National Highways, 298.75 kilometres provincial,  the main road to industrial parks and road belt: 137,1km; belt and haft belt: 200 km of district and commune road.

Express way Noi Bai – Lao The distance of the highway Noi Bai – Lao Cai running through Vinh Phuc province is 40 kilometres. This highway with its length of 245 kilometres linking with the highway Con Minh – Ha Khau (Chinese) is one of components that contribute into the transport infrastructure development project of Con Minh – Hanoi – Hai Phong Economic Corridor.

1.2. Rail transport

The railway route Hanoi – Lao Cai runs through five over nine administrative units (including Phuc Yen town, Binh Xuyen district, Vinh Yen city, Tam Duong and Vinh Tuong districts) with its length of 35 kilometres and five stations of which Phuc Yen and Vinh Yen stations are two principal ones. This railway route running Vinh Phuc connects Hanoi city with Vietnam’s Southern mountainous and midland provinces and China.

Vinh Phuc has two principal river routes at grade II managed by the central government namely Red River of 30 kilometres and Lo River of 34 kilometres. Only means of transport with a capacity of at most 300 tons can move on these two rivers. Two local river routes including Ca Lo River of 27 kilometres and Pho Day River of 32 kilometres only can serve boats, rafts with a capacity of at most 50 tons in the rainy season.

Currently, there are two ports including Vinh Thinh on Red River and Nhu Thuy on Lo River.

Besides, the three modes of transport above, Vinh Phuc is also close to Noi Bai international airport, about 25 kilometres.

2. Electricity supply network

Vinh Phuc is located in the favourable region in supplying electricity from the national grid. The electric transmission and distribution system has been planned and invested synchronously, which ensures the favourable conditions and the full supply for the development of industrial zones in the province.

During the last years, in order to meet the demands of the socio-economic development, Vinh Phuc government and Vietnam General  Electricity Company have made great efforts in seeking fund sources investing into the grid development in Vinh Phuc province.

Currently, the electricity supply network in the province consists of:

220kV and 110kV lines well run, stable and moderate load.

220KV substations: 220 kV Substation  Ba Thien, voltage 220/110 / 22kV scale 2x250MVA capacity; Vinh Yen 220kV substation scale (125 + 205) MVA.

110 KV substations include: Lap Thach station (40+ 63) MVA; 2x63MVA Vinh Yen  station; 2x40MVA Phuc Yen  station, 2x63MVA Hop Hoi  Station, 2x63MVA Tam Duong  station, 2x40MVA Yen Lac  station,  1x40MVA Song Lo station, 2x63MVA Ba Thien station,  To meet growing demand, especially industrial development in the area northeast of the province, station 2x125MVA-220/110 / 22kV has been built in recent years.

3. Water supply, drainage, sewage and waste treatment system

3.1. Water supply

Allocated from the province’s water plant with a current total capacity of 56,000 m3/ day – night. Currently, Vinh Phuc province is building a water treatment plant by Japanese ODA loans at Song Lo district with a capacity of 50,000 m3 / day-night to cater to the industrial park. 3.2. Drainage water

Currently there are two drainage projects are underway in the city of Vinh Yen:

–  Project storm water in southern region of Vinh Yen.

– Wastewater treatment plant and sewerage system in Vinh Yen area.

3.3. Sewage treatment system:

– For life waste:

The provincial government has implemented the construction of plants processing refuse into micro-fertilizer in Thanh Lang town, Dai Dong, Dong Cuong communes and Lap Thach town. Up to now, works have been basically completed and put into operation. Each plant’s processing capacity is 10 tonnes of organic refuse per month. 4. Information and communications network

Telecommunication networks thrive with the equivalent of modern technology in the region. All communes have optical transmission. There are three intercity fiber optic lines of VNPT, Viettel and EVN Telecom directions Hanoi – Vinh Phuc – Viet Tri.

Vinh Phuc province is full of mobile networks available in our country such as Mobifone, Vinaphone, Viettel Mobile, EVN Telecom, Vietnamobile, G-Tel, etc. Broadcast telephone stations have been built in all districts in Vinh Phuc.

In general, along with the rapid development of the national information network in the country, the provincial postal, telecommunications, information networks have met the information requirements for production, business and people’s needs. The information network for the management is becoming modern, which properly and timely meets the information requirements for direction and management of all levels of leadership.

5. Industrial zones

Vinh Phuc’s industrial zones are organized into three major areas: Binh Xuyen zone, Tam Duong zone and Lap Thach – Song Lo zone. Industrial zones are mostly built in the midland area with the height of 10 metres above the river water level and 13 m above the sea water level, so they shall be affected by flooding, landslide. With well geographical structure, the construction of plants using heavy and exact equipments shall be ensured.

The security and surrounding environment of industrial zones are safety and easy for recruitment.

The industrial zone is established or planned establishment near the important road axis, and  railway station and 5 interchanges through Vinh Phuc segment of the Noi Bai – Lao Cai (go to Kunming – China) has been completed and put into operating since September 2014, but no tonnage limit or means of transport.

Financial and banking services (ATM), customs and taxation are available in industrial zones.
