PROJECT VAN TRUC LAKE AND BO LAC LAKE ECO-TOURISM AREA

1. Location:

The eco-tourism complex lies under the foot of Sang Mountain, which consists of two different lakes: Van Truc lake (in Van Truc Commune, Lap Thach District) and Bo Lac lake (in Dong Que Commune, Song Lo District) and other low hills and waterfalls. Next to Bo Lac lake is Tue Duc Monastery, one of the biggest monastery in Vietnam.

2. Present conditions:

The complex has already been approved by the Provincial People’s Committee on location and is now calling for investments. The terrain of the complex consists of low hills, lakes and a half-watery area for agricultural activities with beautiful landscapes and potentials for tourism and relaxing. The area is also convenient for transportation, which is 10km away from the interchange of Ha noi – Lao Cai Express Way, 50km away from Noi Bai International Airport (40km of which is in the highway); connects the tourism chains (Dai Lai, Tam Dao, Tay Thien) according to the Master Plan for Urbanization of Vinh Phuc Province.

The Province is planning to construct a 24m-wide road to link directly with Noi Bai – Lao Cai Express Way.

3. Objectives and scale:

Objectives: The objective is to build up an eco-tourism complex for tourism of spirits, adventure, sports, entertainment, conference, which takes full advantage of mountainous areas in Lap Thach and Song Lo District.

Scale: Total area of 800ha. Van Truc lake has a total area of 172ha, with an average depth of 7m. Bo Lac lake has a total area of 40ha. Tue Duc Monastery is not included in the scale and has been already invested in by Vietnam Buddhist Associations.

4. Total estimated capital: about $150 million.

5. Authorized State Agency: Vinh Phuc Provincial People’s Committee.

6. Investment content:

Use some small waterfalls, hills and mountains in Sang Mountain, water surface, small islands of the two lakes to build up eco-resort, sportive tourism, entertainment, and conference tourism.

7. Status:

The complex is approved by the PPC on location. The two lakes are managed by the Province. The forest is assigned to the local people for exploitation and management. Most of the plant in the forest is eucalyptus and acacia that are short-term plant, so the land acquisition will be soon and easy.

8. Progress:

From 2014-2015: Preparation.

From 2016-2020: Construction and Operation.

9. Form of investment: Joint venture or 100% foreign capital.

10. Preferred policies:

Due to the complication of the project, each item will be guided carefully by specialized agencies on preferred policies.

11. Implementation process:

1. Investors submit Project proposal documentation to Vinh Phuc Investment Promotion Agency for inspection and approval of the PPC;

2. Prepare Project profile and apply for the issuance of Certificate of Investment.

3. The PPC hands over the investors with clear site;

4. After that the investors sign land lease contract and receive certificate of land use rights;

5. The investors install the infrastructure.

6. Investors now lease land to secondary investors with pursuant to the Plan.
